European Regulation on Instant Credit Transfers

The Regulation (EU) 2024/886, of the European Parliament and of the Council, on Instant Credit Transfers (SCT Inst) aims for Europe to exploit the full potential of instant payments to increase its financial sovereignty and autonomy, modernise payments, develop competitive pan-European solutions, provide an alternative to card payments, as well as promote financial digitalisation, innovation and speed of payments.

Coming into force on April 8, 2024, it modifies SEPA Regulation 260/2012, with immediate application in each country, and the Finality Directive 98/26/EC, which requires transposition within a maximum period of 12 months.

The main changes this regulation includes are the following:

  • Mandatory:
Payment service providers (PSPs) that already offer regular credit transfers to their clients must also offer instant credit transfers.
📆 The application deadlines established by the Regulation for PSPs located in Member States with euro currency are the following:
- January 9, 2025 for reception
- October 9, 2025 for issuance, for banks
- April 9, 2027 for Payment Entities and Electronic Money Entities
  • Channels:

PSPs must offer instant credit transfer services in the same channels they offer for ordinary credit transfers (online banking, files, branches, etc.).

  • Pricing:

The price of the instant credit transfer could not be higher than the price of the ordinary credit transfer. Fees may be charged for additional services.

📆 The application deadline established by the Regulation is January 9, 2025.

  • Anti-fraud:

PSPs must offer their customers a service that allows them to prevent fraud prior to sending the payment, by verifying the name of the beneficiary of the account (name + IBAN code). 

📆 The application deadline according to the Regulation is October 9, 2025. 

  • AML-CFT checks:

The obligation to verify each payment in real-time before it is sent is eliminated, but customers will have to be checked against the EU lists of sanctioned individuals and companies, at least once a day. 

📆 The application deadline established by the Regulation is January 9, 2025.

  • PI and EMI access:

Payment Institutions and Electronic Money Institutions will be able to access the Payment Systems under the same conditions as Credit Institutions. 

📆 The maximum deadline for transposition of the affected Directives is April 9, 2025.
